It is usually the case that a bulletin will start with headlines highlighting the major stories of the day. This will help to promote the stories, particularly to those listeners who may not be aware of them. The order of the stories in the bulletin will vary according to your audience and the number of important stories you have to include.

You will need to include some short recorded sound called actuality, which is a piece of speech or an interview with someone who has a direct connection with the subject. These pieces of actuality can make a bulletin much more attractive to listeners and they can also be very effective in breaking up the reading of long passages of text.
